Overview

The 1325 National Action Plan (NAP) Monitoring Project, implemented by Al-Mesalla in collaboration with the Women Empowerment Directorate (WED) and supported by UNDP and the Government of Canada, aims to enhance the implementation of Iraq’s Second National Action Plan on UNSCR 1325 at the governorate level. The project focuses on promoting the principles of participation, protection, and prevention for women in peace and security processes, particularly in conflict-affected areas such as Ninewa.

Al-Mesalla works closely with government departments, civil society actors, and community leaders to design and apply a localized monitoring framework that enables accurate tracking and assessment of the NAP implementation. The project emphasizes inclusive participation from diverse stakeholders including women, youth, and marginalized groups, ensuring that local needs and voices are reflected in policy monitoring and feedback mechanisms.

Overall Objective

  1. Strengthen the capacity of local institutions, especially WED units, to monitor and report on the NAP’s implementation using standardized tools and participatory approaches.
  2. Generate regular analytical reports on the three pillars of UNSCR 1325—Participation, Protection, and Prevention—by collecting data through surveys, FGDs, stakeholder consultations, and direct community feedback.
  3. Institutionalize coordination mechanisms among local authorities, CSOs, and UN agencies to ensure sustainability and transparency in implementing women, peace, and security (WPS) initiatives.

Services Provided by the Project

  1. Conduct community outreach, stakeholder engagement meetings, and participatory workshops to ensure inclusivity in developing monitoring tools and frameworks.
  2. Design, test, and disseminate a standardized reporting template across government departments, with training provided to WED and other entities on data collection and analysis.
  3. Produce monthly analytical reports and host validation workshops to share findings and refine recommendations for improved implementation of the NAP.
  4. Support WED in leading follow-up coordination meetings and taking ownership of the monitoring process post-project.
