It is not only laws that change the reality of victims, but also field-based recommendations rooted in their voices and lived experiences. When such recommendations become part of the legislative process, they serve as a bridge between human suffering and state decisions. From this perspective, a meeting in Baghdad between the Transformative Justice Project team and the Committee of Martyrs, Victims, and Political Prisoners in the Iraqi Parliament presented a summary of fieldwork aimed at justice, fairness, and preventing the recurrence of violations.
Meeting in Baghdad to Promote Victims’ Rights
As part of the Transformative Justice Project, the advocacy team of Al-Mesalla organized an important meeting with the Committee of Martyrs, Victims, and Political Prisoners. The aim was to ensure that the voices of those affected by past violations were heard, and to present practical recommendations based on extensive fieldwork carried out across Nainawa.
During the meeting, the team submitted observations and proposals focused on victims’ urgent needs, as well as mechanisms to guarantee their access to legitimate rights and inclusion in support and compensation programs.
Parliamentary Commitment
The Committee expressed strong interest in the recommendations, affirming its commitment to follow up and to integrate them into upcoming legislative and executive agendas—strengthening the prospects of achieving justice and fairness for victims and their families.
The outcome of the meeting was the development of a practical reference paper for decision-makers in Baghdad, reflecting victims’ priorities and lived realities.
Building Bridges Between Civil Society and Parliament
This meeting, organized in cooperation with the Iraqi Council of Representatives Office in East Mosul, highlights Al-Mesalla’s ongoing commitment to strengthening communication channels between civil society and official institutions, in order to advance more just and equitable policies.

The Transformative Justice Project will continue supporting defenders and producing field-driven recommendations to secure compensation for victims, prevent future violations, and ensure that the voices of those affected remain an integral part of national legislation and policy reform.
