20 Years of History
Al-Mesalla Organization for Human Resources Development, a non-governmental organization (NGO), is registered with both the Iraqi federal and Kurdistan Regional governments.

Founded in 2004 in Baghdad, Al-Mesalla received legal registration in 2005 and soon after relocated its main office to Erbil.
The name "Al-Mesalla" reflects deep consideration of its historical and cultural significance. It is derived from the Arabic term for the massive, finger-shaped black stone stele upon which the Code of Hammurabi was inscribed. This ancient code, created by the Babylonian king Hammurabi, who reigned from 1792 to 1750 B.C., is one of the earliest and most comprehensive written legal codes known to history. Hammurabi's Code, consisting of 282 laws, established crucial standards for commercial interactions and instituted fines and punishments to ensure justice and societal order. The stele, known in Arabic as "Al-Mesalla," symbolizes a foundational moment in the development of legal systems and the quest for justice. It stands as a testament to the enduring human endeavour to create a fair and orderly society.
By naming our NGO "Al-Mesalla," we aim to embody the principles of justice, fairness, and the rule of law that were first articulated on that ancient stone. Our mission is to uphold these values and apply them to modern challenges, advocating for justice and equity in our community and beyond. The name reflects our commitment to building a society where rights are respected, laws are upheld, and justice is accessible to all. We believe that change is not about a place; it's about people.

Since its founding, Al-Mesalla has undergone significant growth in terms of capacity, staff, and experience. We have actively engaged with civil society partners in Iraq and collaborated with international actors to foster positive change. Today, we operate from five main offices strategically located across Iraq, with Erbil serving as our headquarters. Our active presence extends to Baghdad, Mosul, and Ramadi, where we continue to expand our impact and outreach.
As lifelong learners, we are committed to continuous improvement and innovation in our approaches. This dedication allows us to adapt to evolving challenges and effectively address the needs of the communities we serve.
